João Brant is an independent researcher on communications regulation and policy and cultural policy. Brant was Executive-Secretary (vice-minister) at the Ministry of Culture in Brazil from 2015 to 2016 and special advisor in the Municipal Secretary of Culture in São Paulo in 2013 and 2014. Before, he has worked for 10 years in civil society organizations, on topics such as freedom of expression, telecommunications infrastructure and Internet rights. He has been among the founders of Intervozes, a Brazilian NGO that works to foster communication rights, where he has been Executive Coordinator for six years. Brant has provided consultancy to Unesco, Ford Foundation and Global Partners, among other institutions, and is currently working as research associate to OBSERVACOM - Observatorio Latinoamericano de Regulación, Medios y Convergencia. Brant has a degree in Social Communication (radio and television) from the University of São Paulo (1997-2001), a MSc in Media and Communication Regulation and Policy from the London School of Economics and Political Science (2005-2006) and is currently a PhD Candidate in Political Science at the University of São Paulo (to be concluded by August 2018).
