Sarah Gaffney
Sarah is the Director of Partnerships for the GSMA's Regulatory Capacity Building Programme. The programme delivers free training to regulatory and policymaking professionals globally on a wide range of important telecommunications topics, including; Mobile for Socio-Economic Development, Competition Law, Internet of Things, Mobile for Achieving SDGs and Spectrum Management. Sarah is responsible for developing strategic, regional partnerships through which the Capacity Building training courses are delivered free of charge. She currently leads upwards of 20 active partner relationships globally. These range from Funding Organisations and Academic Institutions to Regional Regulatory Groups and Intergovernmental Training Organisations. Through these partnerships the GSMA has delivered over 7000 training days since the inception of the programme. Sarah previously worked on a variety of other projects within the Government and Regulatory Affairs team including the mYouth and ITRs programmes. She holds a BSc in Sociology and Communications from Brunel University and is a Prince2 and APMP qualified Project Manager
