RightsCon Toronto 2018

The regional working group (RWG) on cybercrime reform was convened during 2017, with members from civil society organisations from Colombia, Mexico, Panama, Paraguay andPeru, to research the potential impact of implementing the Budapest Convention on Cybercrime locally. A recent trend has been cybercrime reform going far beyond criminal regulation including speech, privacy or even copyright regulation, with broad criminal provisions and little or none discussion of human rights impact. The RWG has been focused on the substantive provisions of the Convention, focusing on a number of different scenarios that can be useful to share with organisations across Latin America, but also from other regions of the Global South that could be considering the Budapest Convention.
