Circumvention technologies are a vital component of a free and open Internet.  One of the most difficult challenges for circumvention tool providers is to monitor the effectiveness of their particular tools during increased censorship events.  How can we obtain useful details about the interdiction and interference with web and mobile traffic?  How can this knowledge be applied to near-real-time countermeasures?  And can we perform these tasks while keeping users safe?  Speakers will include both practitioners and researchers who are working on these problems.
This will be managed through a brief round of perspectives by the speakers on how the effectiveness of circumvention techniques can be measured and evaluated, followed by a discussion among the speakers led by Dr. Novotny, then moving to open discussion with the audience.
